The continuous increase in subscription costs due to the commercialization of the academic publishing market has become an opportunity to promote interest in and conversion to open access in the academic community, and the recent global trend of academic information distribution platforms has expanded beyond open access-based academic publishing. We are moving in the direction of expanding distribution as well. Accordingly, this paper presented a design plan for an academic paper submission review system to support standard elements of open access publishing, open peer review, and review recognition services.

This study identifies issues that should be carefully reviewed while making e-journal contracts to effectively respond to e-journal license agreements. To this end, this study analyzes several cases of e-journal license agreements and derives major issues. This study is expected to contribute to the prevention of disputes arising from contracts so that e-journal acquisition librarians can effectively draft and sign up for license agreements.
